Designated Premises Supervisor (DPS)

Under the Licensing Act 2003, a single integrated system has been introduced throughout England and Wales to regulate the sale and supply of alcohol, the provision of entertainment to the public and the
provision of late night refreshment. Under the Act there is a statutory requirement that all premises licensed to sell alcohol must hold a Premises Licence, and that there must be one Designated Premises Supervisor appointed who is in day-to-day control of those premises. It is also a requirement that the Designated Premises Supervisor must be a Personal Licence holder.

The BIIAB Level 2 National Certificate for Designated Premises Supervisors (NCDPS) is a nationally recognised qualification open to those people who have either passed the Level 2 National Certificate for
Personal Licence holders, or who have equivalent knowledge, and is aimed at both existing Designated Premises Supervisors and those who may be required to take up this position in future.

It has been produced to provide DPS with an understanding of their role and the responsibilities both within the Licensing Act 2003, and other regulatory issues in addition to those covered in the Act. The qualification also addresses the practical day-to-day issues involved in running licensed premises.

The BIIAB NCDPS covers the following topics:
• the roles and responsibilities of the designated premises supervisor
• the licensable activities carried out in licensed premises
• the requirements of legislation and best practice to support the four licensing objectives
• how to conduct a risk assessment, and how it is used to underpin the operating schedule
• the relationship between the operating schedule and management controls.

The qualification is designed to be delivered in one day and includes a short multiple-choice examination. A comprehensive handbook, presented in an easy-to-follow format, supports the qualification and covers all the information required to complete the examination.

Examinations are marked externally by the BIIAB and results are generally available within two days. Certificates are posted to us within 10-14 days of the examination and are forwarded by first-class post to
candidates immediately upon receipt by us.
