Course programme

DGSA Training (Dangerous Goods Safety Advisers) Course (Carriage of Dangerous Goods)
To comply with the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), companies engaged in the loading, unloading or carriage of dangerous goods by road, rail or inland waterways may have to appoint a Dangerous Goods Safety Adviser (DGSA).

The cases in which this requirement applies are set out in Chapter 1.8 of ADR, which also explains the role of the DGSA. In the UK, the ADR requirements for appointing a DGSA are enforced under the Health and Safety at Work Act 1974.

DGSA's must be able to demonstrate that they have successfully completed appropriate training, resulting in the award of a Vocational Training Certificate, and have these broad roles:

  • Monitoring compliance with the law.
  • Advising the employer with regards Dangerous Goods.
  • Preparing an annual report of the employers' activities.
  • Monitoring of a range of procedures and safety measures.
  • Investigating and compiling reports on any accidents or emergencies.
  • Advising on the potential security aspects of transport.
  • What is not immediately clear from the opening statement is that these regulations can apply to any person who allows dangerous goods to be carried by road, not just the transport operator. This could include anyone who consigns cargo, freight forwarders, warehousemen and manufacturers producing goods that will be collected from their factory.
  • Our courses all last five days (we do not offer shorter “refresher” courses due to the high failure rates), with the course being highly interactive to ensure the trainees understanding.

The Department for Transport has decided that DGSA's will not have to undergo an approved training course. The form and type of training is a matter for the individual and the employer to decide, based on the individuals knowledge and experience. The DfT however approves the mandatory DGSA exams, and has appointed the Scottish Qualification Authority (SQA) as its agent. SQA sets, marks and organises the exams, and issues the vocational training certificates for the whole of the UK, and the certificates are recognised in all European Union member states.

Many candidates find the DGSA training requirements leading up to the examination extremely difficult, a fact bourn out by the high failure level. A surprising amount actually sit the exam three times before finally gaining that coveted certificate.

Most commercially run courses are for up to ten, or more, candidates. And, due to the nature of the course, most on them will fail because they do not receive the attention required.
