This course explores disabled people's rights (in private, council or housing association accommodation) and local authorities' obligations concerning the provision of home adaptations. It covers matters such as divided responsibilities under social services and housing legislation; decisions about need, necessity, reasonableness and practicability; waiting times; policies and eligibility criteria; joint working.
The course considers the practical implications of:
- Legislation such as the Housing Grants, Construction and Regeneration Act 1996, and Chronically Sick and Disabled Persons Act 1970
- The approach of the law courts in judicial review cases
- The local ombudsmen in their investigations into misadministration
- The link between all this and good professional practice
