The learning program has been developed to train the Energy Assessor to be able to assess and advise home occupiers on their use of energy and the carbon emissions resulting from this energy consumption. Home Energy Advisor Consultations published by the Department for Community and Local Government (CLG) and the Department of Energy and Climate Change (DECC) have revealed a need for trained, independent advisors to advise on energy efficiency measures if the government are to reach environmental targets. National Occupational Standards (NOS) for two new qualifications are in development for two new roles namely, Home Energy Advisors (HEAs) and Commercial Energy Advisors (CEAs). After much deliberation between the Government CLG, industry and the qualification and training bodies an agreement has been reached and the HEA qualification has now been released The ABBE qualification for Energy Advisors is knowledge based and not competency based. This means that it is based on a short training course to be followed by an exam. Passing the exam means gaining the qualification. There is no requirement to demonstrate practical understanding.
