The Level 2 BIIAB National Certificate for Licensees (Drug Awareness) is nationally recognised qualification accredited by the Qualifications and Curriculum Authority.

The qualification is designed for managers and licensees running licensed premises in England and Wales.

The qualification aims to raise awareness of the prevailing illegal drugs scene, give a basic knowledge and understanding of the law pertaining to the misuse and supply of controlled drugs on licensed premises and provide operational guidelines to help licensees or managers deal effectively with any drug related problems in their venues. It also provides guidance as to the development of policies and strategies to prevent such problems arising on licensed premises.

How is it assessed?

By a 30-minute multiple-choice examination which contains 25 questions. Candidates are required to answer 24 questions correctly to pass.

What does a candidate receive on passing the examination?

A certificate awarded by BIIAB which is recognised by the relevant authorities as evidence of the applicant's knowledge and understanding of the law pertaining to drug misuse and supply, and how to deal with drug related problems in licensed premises.

What support material is available?

A specially designed handbook, which contains all the material required for the examination, is available from BIIAB.

How long is the training course leading to the examination?

Approximately one day - although this may vary locally.

What is the content of the qualification?

On successful completion of the course candidates should be able to:

  • Exemplify knowledge of general drug trends and who to approach for regional information
  • Identify drugs legislation which may affect liquor licensed premises and public entertainment licensed premises under the Misuse of Drugs Act 1971 and the Public Entertainments Licences (Drug Misuse) Act 1997
  • Identify the law and processes concerning revocation of a Justices' licence or public entertainment licence in relation to drugs offences
  • Identify the need for a two-way exchange of information between the licensee and the licensing authorities
  • Demonstrate an understanding of drug problems peculiar to licensed premises according to location and type
  • Exemplify knowledge of how to initiate a drug strategy (drug policy)
  • Identify the components of a needs assessment:
  1. Recognition of misuse and dealing
  2. Spotting the signs of misuse (physical and behavioural)
  3. Spotting the signs of dealing
  • Demonstrate an understanding of how to deal with drug users and dealers:
  1. The use of door and floor supervisors
  2. Guidelines for dealing with customers suspected of using or dealing
  3. Guidelines for dealing with searches
  • Comply with the requirements of finding or confiscating drugs:
  1. Venues with Public Entertainment Licences
  2. Venues without Public Entertainment Licences
  • Comply with the requirements of disposal of suspect substances (found/confiscated drugs)
  • Exemplify knowledge of how to make notes and keep an incident record
  • Identify how to design out drugs from a venue and the use of closed circuit television (CCTV)
  • Identify how to comply with the requirements of public safety
  1. First Aid and medical emergencies
  2. Prevention of overcrowding and overheating
  3. Handling of sharp and suspect substances
  4. Staff training
  5. Staff monitoring
  6. Customer information and advice
  • Demonstrate an understanding of the need for multi-agency liaison and describe the importance of partnership with the relevant authorities
  • Exemplify knowledge of how to implement and monitor a drug strategy
