At the end of this course delegates will: be able to state the key factors of current licensing laws. understand the responsibilities of a licensee. be able to apply the knowledge into the working environment. understand the importance of compliance of the law and be tested, if successful, certified to the recognised National Certificate for Personal Licence Holders. Suitable for: Licensing law in England and Wales states that anyone who authorises the sale of alcohol to the public must hold a personal licence. Those who wish to obtain a personal licence need to apply to their local licensing authority. Applicants will be asked for a number of things to support their application; these will include proof that they hold a NCPLH licensing qualification.

About this course
Licensing law in England and Wales affects not only pubs, clubs and restaurants. The law, which covers any outlet which sells alcohol; provides public entertainment, such as live music, theatre or cinema; or sells hot food or drink after 11 pm.
Any of these premises used for the sale of alcohol will require a premises licence, and anyone who sells or authorises the sale of alcohol must have a personal licence.

NATIONAL CERTIFICATE FOR PERSONAL LICENCE HOLDERS (NCPLH)
We offer the NCPLH course on a daily basis. The Training Matrix Ltd and the Pitman Training Group have come together to offer training and certification for the NCPLH qualification.
This course is delivered by studying from a distance learning workbook. The test is then done at the training centre using an e-assessment method. This gives the candidate flexibility with both their learning schedule and testing date. You will receive an e-copy of the Workbook when you book your exam.
It is a statutory requirement that everyone involved in the licensing process can demonstrate that they have successfully completed a course which satisfies the criteria laid down by the Licensing Act 2003.

The Role of the Licensing Authorities
- The Licensing Objectives, Partnership Workings, Licensing Policies, functions of Licensing Authorities, achieving the licensing objectives, hearings and appeals.
Personal Licence
- What they are, what they entitle the holder to do, period of validity, who grants them, procedures for application, criteria for new and renewal, determination of application, convictions during application and after grant or renewal, relevant offences, forfeiture or suspension of licence on conviction, penalties for breach, duties of the Personal Licence Holder.
Premises Licence
- What they are, definition of licensable activities and their exemptions, application procedures, mandatory conditions, operating schedules, role of the designated premises supervisor, variation of a licence, application of review, powers of the licensing authority, temporary event notices, unauthorised licensable activities, powers to close premises, rights of entry, children in licensed premises

The NCPLH examination is made up of 40 multiple-choice questions. To pass a candidate must answer correctly 28 questions out of the 40 questions Forty minutes are allowed to answer all 40 questions.
It is imperative that all candidates who are enrolling for the examination must present documentary evidence of their identity (e.g. passport, driving licence or a credit card with a signature). Failure to do so will prevent them from taking the examination.
