The complexity and dynamism of today's governments and administrative systems are challenging the professional requirements for success in the public sector.
The Liverpool MPA programme, a well-established and highly regarded programme of postgraduate academic study, is specifically designed to prepare students for employment in the wide and diverse public sector of the twenty-first century. It reflects the increasing congruence of public and private sector issues and techniques and is designed to appeal to international students and to middle or senior managers who wish to add further academic skills and qualifications to their existing vocational and practical expertise.
We are now in our twenty-first year of running the MPA programme, making it the oldest MPA in any UK University. We are also part of the European Master of Public Administration (EMPA) consortium, comprising other universities across Europe and offering exchange opportunities to students.
The Liverpool MPA is a well-established and highly regarded programme of postgraduate academic study. The MPA is designed to prepare students for employment in the wide and diverse public sector of the twenty-first century. It blends a traditional Masters-level qualification with the practical skills needed for the distinctive public sector environment.

The MPA brings together groups of students from a range of nationalities and with different experiences, together with tutors with past experience of working in the public sector as well as academic expertise. Drawing on this variety, we endeavour to present a course that is varied in its content and style, academically challenging and enjoyable. We place great emphasis on working closely with our students and encourage students to learn from each other.
Upon successful completion of their programme, all students will:
- have knowledge and skills in relation to the major elements of the study of public administration, public management and public policy.
- have the ability to comprehend the major dimensions of the study of public management and public administration and relate them to a range of relevant ideas, concepts and theories.
- have the ability to think critically and analyse and assess problems in the field of public administration and management.
- have the ability to perform bibliographical searches and to plan, organise and produce a sustained piece of work.
- have knowledge and understanding of the patterns of development of public administration and public management and the interplay of political, governmental and administrative influences in the making of public policy and its implementation.
- have comparative knowledge and understanding of the developments of recent decades in the UK and elsewhere regarding the role of the state, privatisation, deregulation, Europe, devolution and related developments.

The MPA Liverpool is part of the European Master of Public Administration (EMPA) consortium, comprising other universities such as: University of Tallinn (Estonia), University of Vaasa (Finland), Institut d'Etudes Politiques de Paris (France), Erasmus Universiteit Rotterdam (The Netherlands), Katholieke Universiteit Leuven (Belgium) etc Many of our MPA graduates now work in senior public sector positions in countries across the world
