The Executive Master of Public Administration (EMPA) is designed to assist future leaders develop the management and policy skills needed in today’s public sector.



Developed in consultation with public sector CEOs across Australia and New Zealand, the EMPA aims to produce world-class public sector managers. The program offers high-potential and aspiring leaders a thorough grounding in the theory and practice of public administration. The program brings together a select group of the best emerging public sector leaders from Australia and New Zealand with outstanding teachers and practitioners from around the world.

Study plan

Core units of study

Students must complete the following seven core units of study (42 credit points):

  • ANZG6006 Delivering Public Value
  • ANZG6007 Decision Making Under Uncertainty
  • ANZG6008 Designing Public Policies and Programs
  • ANZG6009 Government and the Market Economy
  • ANZG6010 Leading Public Sector Change
  • ANZG6011 Governing by the Rules
  • ANZG6XXX Managing Public Sector Organisations - NEW Unit of Study
Each core subject is taught by ANZSOG once for each intake and are spread across the two years of the course.

Elective units of study

The timing of elective subjects depends on the approved choice of subjects and when the University of Sydney offers the approved electives. Students enrolled in the Graduate School of Government, Faculty of Arts and Social Sciences, University of Sydney must complete Managing Public Expenditure (GSOG6004) as their finance elective.

The Graduate School of Government at the start of the academic year will provide a list of elective units of study. View current list of elective units of study.


Progression rules

Candidates enrolled in the Executive Master of Public Administration are required to complete GSOG6004 Managing Public Expenditure as their finance elective.
