Offset investment is huge, and recipient states need to ensure that their offset strategies are operating at the highest level of effectiveness. Equally, offshore vendors are obligated to transfer capacity, skills and technology and thus need to be assured that their strategic approach is designed to achieve the highest level of competitiveness. The business aim in the short-term is to secure export orders, whilst in the longer-term it is to achieve a sustainable market presence, along with enduring high profitability. This will only come about if there is stakeholder convergence in the pursuit of mutual benefit.
