This begs the policy question as to whether offset delivers what is intended? Is policy fit-for-purpose? If not, where do the problems lie? Offset investment is huge, and recipient states need to ensure that their offset strategies are operating at the highest level of effectiveness. Equally, offshore vendors are obligated to transfer capacity, skills and technology and thus need to be assured that their strategic approach is designed to achieve the highest level of competitiveness. The business aim in the short-term is to secure export orders, whilst in the longer-term it is to achieve a sustainable market presence, along with enduring high profitability. This will only come about if there is stakeholder convergence in the pursuit of mutual benefit.

What you will learn
The overarching aim of this course is provide participants with a deep understanding of the appropriate purpose, optimal process, effective policy and successful performance of offset strategy
The three main objectives are to:
- Acquire an understanding of the contemporary policy dynamics of the global defence and aerospace offset environment
- Appreciate the critical success factors in achieving successful offset programme performance
- Evaluate the costs and benefits of offset policy through comparative evaluation of country experiences.
