Course Overview:
The Level 3 Certificate in Occupational Health and Safety is suitable for managers and supervisors, in all industry sectors, who have responsibilities for health and safety and wish to develop their skills further. It is also suitable for those new to a health and safety role, or health and safety practitioners who wish to progress their career with a professional qualification.
It provides the candidate with essential occupational health and safety knowledge and skills; from conducting risk assessments to introducing procedures and promoting a positive health and safety culture into the workplace.
It is ideal for people who wish to gain a formal qualification in health and safety by demonstrating their competence in the workplace.
This qualification meets the academic requirements for Technician membership (TechIOSH) of the Institute of Occupational Safety and Health (IOSH) and Associate Membership (AIIRSM) of the International Institute of Risk and Safety Management (IIRSM).

There are no formal entry requirements for this qualification; however we require a pre-course meeting with to discuss the course and to establish that this level is suitable for the candidate.
Also, as this course uses performance on the job as the main basis for assessment, the pre-course meeting is used to check that the candidate can demonstrate the competence needed within their work role.

Course Delivery:

In order to gain the City & Guilds Level 3 NVQ Certificate in Occupational Health and Safety, candidates will need to complete all mandatory units:

  • Ensure responsibility for actions to reduce risks to health and safety (4)
  • Develop procedures to safely control work operations (4)
  • Monitor procedures to safely control work operations (5)
  • Promote a culture of health and safety in the workplace (4)
  • Conduct a health and safety risk assessment of the workplace (6)

Candidates will also be required to complete two optional units from the list below:

  • Investigate and evaluate health and safety incidents and complaints in the workplace (5)
  • Make sure actions in the workplace aim to protect the environment (4 credits)
  • Review health and safety procedures in the workplace (4)
  • Supervise the health, safety and welfare of a learner in the workplace (4)

The Health and Safety NVQ is a competence based qualification, delivered through work based learning. Depending on the combination of units selected, a candidate can expect between 161 and 187 hours of guided learning.


There are no exams. Depending on the unit, assessment will be carried out using a variety of different methods, e.g, direct observation; questioning of the candidate; witness testimony and examining the product of a candidate’s work. There will be opportunities for candidates to carry out risk assessments, develop safe systems of work, devise or deliver health and safety training, carrying out safety inspections or carry out accident investigations.

During the course the candidate will build a portfolio of evidence to showcase their work and work experiences.

Additional Information: The time taken to complete this qualification depends upon the amount of time the candidate can contribute. Candidates should be able to complete within 12 to 18 months of their start date. As a minimum time period, certification cannot be claimed until at least ten weeks after registration. Please confirm fees on application. Funding may be available.
