"A supervisory institution is a private law entity that operates in Italy in the field of private security. They employ uniformed personnel, known as sworn special guards, for the performance of the services offered. The first of these entities was created in 1870 in Padua, on the initiative of Giuseppe Lombardi, a former Garibaldian. With a few men, he began to carry out an urban surveillance service with the support of the then prefect of Padua Luigi Berti (who later became police chief). Berti, aware of the new needs that came to be created with the birth of the industrial era due to urbanization and the subsequent criminological phenomenon in a modern key, shared Lombardi's initiative and as Prefect of Padua favored the initiative. From Padua this initiative was extended to Venice, then to Milan, Genoa and Turin. The expansion process described above, however, took place with great initial difficulties, in fact, as there was no precise legislation on the matter, Giuseppe Lombardi was twice dragged to court under the charge of ""usurpation of public powers"" and ""acolyte of men and weapons without permission from government authorities "". However, he was always acquitted and finally saw his initiative recognized and regulated by precise provisions. Lombardi's experience was followed in the following years by other people who gave birth to similar organizations and in the years immediately following the First World War, at the behest of the national institutions, supervisory institutions were established in almost all Italian cities under the aegis of
