The Qualified Expert (hereinafter defined EQ) is the professional figure authorized to control and monitor the sources of ionizing radiation for the purpose of protecting workers and the public. From 27 August 2020, Legislative Decree 101/2020 is in force, repealing the previous Legislative Decree 230/95. the Qualified Expert assumes the new qualification of Radioprotection Expert (already defined as Qualified Expert). This figure was introduced into Italian legislation by Presidential Decree no. 185 of 13 February 1964 which, in art. 9 lett. b, defined the qualified Expert as "a person who possesses the knowledge and training necessary to measure ionizing radiation, to ensure the exact functioning of the protective devices and to give the instructions and prescriptions necessary to ensure the physical surveillance of the protection of workers and the population ". The profession of Qualified Expert (now Expert in Radiation Protection) falls within the "protected intellectual professions" referred to in paragraph 1 of art. 2229 of the Civil Code and recognizes the activity it carries out as a "service of public necessity". The skills of the Radioprotection Expert are also extended to the protection of work activities with particular natural sources of radiation.
