The ragman or ragman is a peddler of old and used rags, which he collects and then resells them. The figure of the cenciaiolo is linked to the discovery and processing of paper. He is also a literary and artistic character figure. The profession meets the literary appeal of Charles Baudelaire, who dedicates a poem to the chiffonnier in the collection I fiori del male. In recent times the term has also taken on the meaning of "worker in charge of working with rags". In the 12th century, the Arabs introduced the first paper mills to Europe, where to work the paper it was necessary to use raw materials consisting of linen, cotton and hemp rags. The rags were collected and cleaned by workers called cenciaioli. With Royal Decree of 6/18/1931 nº 773, published in the Official Gazette of 06/26/1931 nº146, the cenciaiolo had to register in a special register with the public security authority. From the fifteenth to the eighteenth century, due to the shortage of rags, the profession of the ragman became more and more important and indispensable, so much so as to force the paper manufacturer to contact the authorities, to guarantee the protection of the professional figure of the rag collector.
