The overall aim of this programme is to educate students to become effective, efficient and caring practitioners in the field of social policy and administration, responsible for analysing, formulating and implementing social policies for the improvement of social well-being. Students are also expected to develop information literacy, critical thinking, problem solving skills and to uphold core social values. The programme also helps students to build the skills and knowledge necessary for lifelong learning.

About this course

This programme is designed to integrate theory and practice. The curriculum is heavily geared towards meeting the growing demands for trained professionals and practitioners in the fields of social policy and social administration. Students are expected to be equipped not only with the theoretical knowledge necessary for but also real-life exposure to working in a wide range of organisations dealing with welfare, health care, housing, labour, law and order, advocacy, education and environmental protection, performing designated policy and administrative tasks through specially designed professional attachments. They will learn to balance and resolve competing values involving bureaucratic versus human concerns and private profit-making versus public good and well-being.



In addition, overseas placement opportunities, overseas exchange and study tours are available for students with high achievements.

Course programme

The programme is divided into two streams:

  • Social policy and civil society, and
  • Social planning and administration.

Students can choose to specialise in either stream for intensive learning. Those students in the policy and civil society stream are expected to study policy areas such as housing, welfare, civil society governance, education, labour and environment to strengthen their understanding of specific policy concerns and issues. Students who choose to study planning and administration are expected to study areas such as human resource and social capital development, corporate social responsibility, social entrepreneurship, programme planning and evaluation, marketing, financial management and information technology to enhance their skills and ability in performing social and policy administrative duties.

The curriculum is further divided into five categories:

  • Common Foundation (including University broad discipline and service-learning requirements);
  • Common, Professional and Stream Cores;
  • Common, Social Science and Stream Electives;
  • Integrative Subjects (including professional attachment and workshops as well as a Capstone Project); and
  • Chinese and English Language Requirements.

These subjects provide students with a strong social science foundation and capacity for critical and analytical thinking before they progress to broaden their knowledge base and communication skills to enhance their ability to work in the field of social policy and administration.
