Most countries today recognize the need for developing access to education for all citizens - including children and youth with disabilities and temporary or permanent special needs. In order to create a meaningful education it is necessary to upgrade existing education in order to reduce or remove barriers that inhibit development, and to increase the quality in favour of resource based interaction and learning. This programme is a contribution to meet the challenges embedded in this new global development, and to stimulate collaboration and networking between students and scholars from different countries and cultures.

This is a two year full-time “sandwich” programme comprised of alternating periods of study at the Department of Special Needs Education, University of Oslo, and the home country or another relevant country. It includes preparatory studies and field studies in the home country combined with a full time programme in Norway during two periods. The programme consists of a series of courses, field studies and the writing of a thesis, a limited number of excursions, and related to this, obligatory and selected reading.

Completion of the programme is awarded by the Faculty of Education, University of Oslo, Norway, with the Degree of Master of Philosophy in Special Needs Education, and gives the holder the right to use the same academic title.
