The Working Time Directive has affected transport operations since 2005. The complexities of 'mobile' and 'non-mobile' (not to mention 'occasional mobile') workers, the imposition of the Road Transport Regulations, and the assimilation of these with the Drivers' Hours and Tachographs legislation continue to create challenges for operators.
