Bob Owen
Barrister
Bob Owen is a Barrister. Prior to his retirement, he was Senior Advisor – Government Contracts of Thales Defence Limited. He worked closely with the commercial and intellectual property staff in the Ministry of Defence. He has more than twenty years experience of involvement in, and heading up the commercial aspects of major UK MoD projects, having worked for Rolls-Royce, Ferranti and Westland Helicopters, the last as Commercial Director. He currently acts as a consultant to leading defence companies.
John Kershaw
Chartered Secretary
John Kershaw is a Chartered Secretary, actively engaged as an independent consultant in procurement and supply chain management. He was formerly the Contracts Director of an MoD Trading Fund Agency, with wide experience of buying for MoD and NATO during a thirty year career. He lectures part-time in procurement topics at Thames Valley and Glamorgan Universities.
Course programme
The Ministry of Defence buys more than any other Government Department, however recent research suggests ‘Defence spending is likely to be hit as the Government tightens its belt after the banking bail-out' (Telegraph Media Group Limited 2009).Therefore it has become particularly important to make the most of the opportunities and risks. Doing business with such a complex organisation is far from straightforward, but is made much easier if you know your way round the system and have knowledge of the rules to be followed.
In recent years the acquisition system of the MoD has been transformed by the introduction of the methodology known as Smart Acquisition. At the same time the conditions of contract which it employs have undergone a major transformation, both to bring them into line with modern commercial practice and to allow for the information technology revolution. Smart Acquisition emphasises mutual trust and team working, so you need to be able to match the skills of your counterparts in the MoD.
This seminar has been designed to help you understand the Smart Acquisition System, the structure of integrated project teams it has introduced and the conditions of contract currently employed. It is presented by speakers who have experience of contracting with the MoD from both the MoD and its contractors.
