Programme
This programme has been developed for Health care assistants (HCAs) to enable them to administer influenza vaccine. It is based in a Clinical governance framework of PCT and Practice protocol as promoted by The Working in Partnership Programme (Wipp), HPA National Minimum Standards for Immunisation Training & Core Curriculum for Immunisation Training, RCN guidance for registered practitioners and support workers-
Supervision, accountability and delegation, DH ‘Green Book’, letters and DH Training Slides.
The Working in partnership programme (Wipp) website states: “HCAs are expected to have at least two years experience and must be operating at level three on the GPN Career Pathway or have one of the following qualifications:
• NVQ Level 3 or working towards this
• The Primary Care Training Centre Health Care Assistant course
• Open University Diploma for HCA in Primary Care Practice Level 3
• A two year foundation degree programme delivered by an institute of higher
education
The development programme comprises training, observation, supervision and assessment of clinical practice, combined with the development of a portfolio of evidence for NVQ unit CSH3* (in giving influenza vaccination.)
The formative and summative
Assessment activities are cross- referenced to both the NVQ unit and KSF HWB5 to demonstrate competence. The NVQ assessment tool includes the expert witness practical assessment for the delegating practitioner (GP or Nurse).
The interactive training session has been designed to meet the specific needs of this staff group. Whilst highly practical, the activities have been put together to enable HCAs understand the limits of their role and test out their ability to discern when they must refer to the delegating registered practitioner (at the same time positively promoting influenza vaccination).
Programme activities can be tailored to take account of local variation in protocol etc.
