Colin studied chemistry and analytical sciences before joining the Royal Air Force (RAF) as an avionics/aerospace engineer. He was heavily involved in health, safety, environmental and quality control systems throughout his military career and was an instructor on the Tornado fleet. He completed tours as a commissioned officer on exchange with the Royal Navy and on the Nimrod anti-submarine warfare aircraft. He is a registered lead auditor as well as a safety and environmental management professional.

Crawford is a chartered engineer with over 32 years' experience in the oil and gas industry. A qualified diver and life support technician, he has held various offshore roles including construction superintendent. He is technical advisor on diving to the International Marine Contractors Association, sitting on many HSE and industry committees. Author of the 'Approved Code of Practice for Offshore Diving' which forms part of current diving regulations, Crawford is regularly called on by courts throughout the world to advise on underwater matters.

Course programme

Designed to meet the requirements of the “Knowledge of Legislation” and “Health, safety and Environmental Awareness” competences in relation to Offshore Subsea Construction, Diving and ROV Operations as recommended in the Oil & Gas UK (UKOOA) document entitled Offshore Operations Committee Guidance on Client Representative Competence. The course satisfies level “INS” (has been formally instructed) in terms of training. The course is based around the main legislation, codes, and regulations in relation to the subsea environment. The key facets of Diving, Marine and Construction Operations are covered from onshore mobilisation, open water, within 500m zones, operations from oil and gas installations and drilling rigs. There are formal participation exercises designed to test knowledge, stimulate thought and responses to simulated events.

Introduction UK North Sea Laws and Regulations, Health and Safety at Work Act 1974, Offshore Installation (Safety Case) Regulations 1992, Offshore Installations and Pipeline Works (Management and Administration) Regulations 1995.

Exercise 1

Need for offshore safety case, principles of management of change.

Exercise 2

Revised offshore procedure, Provision and Use of Work Equipment Regulations 1998, Offshore Installation and Wells (Design and Construction) Regulations 1998, Diving at Work Regulation1997, Piping Safety Regulations 1996, Management of Health and Safety at Work Regulations 1999.

Exercise 3

The initial aftermath of an accident.

Day 2

Offshore Installations (PFEER) Regulations 1995, Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1995.

Exercise 4

Complete RIDDOR forms, Noise at Work Regulations 1989, Health and Safety (Display Screen) Regulations 1992. Lifting Operations and Lifting Equipment Regulations 1998.

Exercise 5

Ship, Lift, Manual Handling Operations Regulations 1992, Electricity at Work Regulations 1989, Risk Assessment, Process, Techniques and Awareness. Exercise 6 P36 Hazard Identification, Personal Protective Equipment, Regulations 1992, other legislation and events.

Exercise 7

Response to an incident, locally, company senior management, the regulator.
