The term regulatory drafting refers to a set of editorial techniques and rules aimed at improving the textual and technical quality of a regulatory act. The professional figure who deals with the enactment of laws and regulatory rules is called the legislator, the body to which the legislative power is entrusted. In states without a written constitution, the legislator's discretion knows no limits (in the United Kingdom they were set by the Human Rights Act, in compliance with the Strasbourg Court, only in 1998), as not-justiciable matters. Where, on the other hand, the Constitution is written and rigid, the choices of merit made by the Legislator can be questioned by the Constitutional Court within very narrow limits. The term standardization refers to that production of legal norms as well as all of them.
