The Financial Conduct Authority (FCA) deem the CASS Operational Function as an important role because the treatment of the client money and assets impacts the way the firm conducts its business. The CASS Operational Oversight Certification Function covers oversight of the operational effectiveness of a firm’s systems and controls for client money and assets.

Since 2010 the Financial Conduct Authority (FCA) has made the protection of Client Money and Assets (CASS) a priority. Supervisors, Managers and Team Leaders are to achieve and maintain a level of competency to be able to demonstrate they have the necessary skills and expertise required to carry out their CASS responsibilities or CASS oversight activities without supervision.

This seminar will provide delegates with an overview of the regulatory requirements and assess what these requirements practically mean for firms.

  • Define the IOSCO principles applicable to firms and their regulators which relate to the protection of client assets;
  • Illustrate the FCA Principles and Objectives for CASS protection;
  • Present the roles and responsibilities of the firm, specifically the part of the client asset officer and the Board;
  • Identification of the critical challenges of implementation and how to address operational risks arising;
  • Examine regulatory reporting requirements including due diligence, client money and asset report, CASS audit, the CASS Resolution Pack;
  • Explore what meaningful management information and oversight is required for board assurance specifically in relation to the management of breaches;
  • Summarise examples of FCA CASS enforcement and FCA CASS Resolution Pack Visits; and
  • Explain the scope of rules and guidance including cross-jurisdictional impacts.
