Developing a Project Proposal for PPP Procurement. This module introduces students to research methods, relevant research resources and real-world PPP projects and is designed to enable participants to prepare, design and present their own PPP project proposal. This module therefore provides a focal point around which research projects can be instituted to explore the subject of PPP in depth. Module participants will be engaged in working on or in planning actual projects which can be used as a basis for their work on this module. This module will require a reflective approach to learning and continuous professional development.. Public-Private Partnerships: Theory and Practice. This module draws upon on international best practice in both developing successful PPP programmes and delivering new public facilities and services. It addresses theory, policy, strategy and delivery. PPP professionals need to understand the key internal and external contexts that impact on PPP strategy. These include the rationale for PPP, the forms that it takes and the role of governments in its delivery. This module allows learners to explore theory and models to enable them to develop knowledge and a critical understanding of a number of contemporary issues affecting PPP in practice. The module will encourage learners to adopt critical perspectives on policy, project definition, legal and tax issues, risk, risk management and insurance, project funding and funding sources..

This course addresses key issues in the field of public-private partnerships, including the rationale for PPP and the role of government, project definition, risk mitigation and insurance, legal and tax issues, project funding, procurement and project methodology. As such, it provides a comprehensive grounding in international best practice in both developing successful PPP programmes and delivering new public facilities and services to include theory, policy, strategy and delivery. The course is delivered by experts in the field of PPP, including acclaimed author John Davie (The PPP Book: Public-Private Partnerships Unbundled ) and other specialists from PPP firm Altra Capital, as well as respected academics in the fields of finance and law. This course enhances your practical work experience and career prospects through the requirement to engage in the production of a PPP work-based project proposal. This presents an extremely valuable opportunity to engage in real-world practical research, framed by academic thinking, thus developing your competencies in a business environment. This course also offers the opportunity to engage with site visits to PPP projects and experts from the PPP field who will be involved in class-based delivery of teaching and learning. Assessment The first module entitled Public-Private Partnerships: Theory and Practice will be assessed by a piece of coursework that integrates and ensures coverage of the module’s learning outcomes (approximately 5,000 words). This will be submitted online in week 15. The second module entitled Developing a Project Proposal for PPP Procurement will be assessed by two pieces of coursework. The first will comprise a research proposal (approx. 1,000 words) to be submitted online in week five. The second assessment will comprise a PPP project proposal and reflection (approximately 4,000 words). This will be submitted online in week 15.
