This unit is classroom based and provides learners with sufficient knowledge to undertake employment within a live CCTV control room under the guidance of a supervisor or another experienced operator.
The unit leads directly onto the practical Unit 2: CCTV Control Room Practices, which is classroom and ‘live’ control room based.
The fundamental duty of a CCTV operator is the observation of public space through the use of a CCTV system, the recording of normal activities, incidents or occurrences and reporting to a higher authority where necessary. It is important for learners to understand the legal framework and evidential requirements within which these observations and recordings must be carried out in order to ensure that recorded information is admissible evidence if required. Also required is basic knowledge of the equipment that makes up a CCTV system, its association with other equipment, its operation by the learner and the essential documentation in the use of the equipment.
Skills must be developed to ensure professional communication with colleagues and other agencies outside the CCTV control room. Health and safety issues, including Display Screen Regulations, should be understood in order to facilitate safe working practices and contribute towards learners working efficiently and proactively during the full term of their period of duty.
Content of the CCTV system Codes of Practice should be understood and the ability to explain its differences with the CCTV system Procedures Manual will be necessary.
An understanding of the procedures to be followed in the event of an emergency either inside or outside the CCTV control room, and the interaction with emergency services, is necessary for learners to be able to respond in an organised, methodical and calm manner. The need for strict security procedures for the control room, recorded media, information and their colleagues is another important requirement of all personnel and learners must be able to relate and explain these procedures and the reasons for this security and confidentiality.
This unit aims to develop knowledge and understanding in these key areas and as such underpins Unit 2: CCTV Control Room Practices. It is essential preparation for work experience in a ‘live’ CCTV PSS control room and should be studied before Unit 2: CCTV Control Room Practices.
This unit presents opportunities to demonstrate key skills in communication, information and
communication technology, problem solving and working with others.
This unit is assessed through a multiple-choice test.
