In recent months the Coalition Government has been thoroughly reviewing waste policy. Policy makers are faced with the challenge of fulfilling our international environmental obligations in a climate of economic austerity. At the same time, businesses and the public expect high standards of waste management, but are unwilling to face further taxation. By the time these seminars are held, we should be able to report on the outcome of this wide ranging consultation.

There will also be changes afoot for all waste producers as the Waste Framework Directive is implemented in 2011. The Duty of Care will be amended, placing new duties on businesses to ensure they are doing everything possible to reduce, recycle and recover their waste. Last year, the system of waste exemptions was overhauled, changing the regulatory regime for a number of waste activities. Some waste facilities will soon require an environmental permit for the first time, and will have to ensure that their management meets the requirements for technical competence. Additionally, there have been significant changes in the way that waste legislation is enforced, as the Environment Agency uses its new powers to issue civil penalties.
