Even today, the corruption phenomenon represents a problem that cannot be easily solved for Italy and for the entire European Union, since it is capable of affecting, albeit in different ways, all the Member States, and capable of presenting an overall account to the European economy equal to about 120 billion euros per year. “Anti-corruption” and “Transparency” are independent aspects of the PA's action and, however, correlated. "Anticorruption" implies aversion, contrast of corruption and illegality in the PA, that is to say of those practices of violation of duties connected to public functions with prejudice to general interests. Aspect, therefore, pertinent to a negative datum of the PA's action. "Transparency" denotes clarity, publicity of the action of the PA (in physics, transparent is the body that lets the light through); an act, therefore, with documents accessible to anyone, with documents viewable by the public. Metaphorically, an Administration with such characters is described as a "glass house". This is a positive aspect of the PA's action, that is, the ordinary way of conduct aimed at the protection of public interests attributable to the constitutional principles of good performance and impartiality of the PA
