The employment services operator is that person who works within the office who provides employment services to the local population. The employment center is an office, in charge of the Regions and the Autonomous Provinces, which has the purpose of building adequate paths aimed at the insertion or reintegration into work for the unemployed and unemployed, workers who are beneficiaries of income support tools. in constant employment relationship and at risk of unemployment. The Employment Centers depend on the Regions and operate through various decentralized offices throughout the territory (in the provincial capitals and in the main economic districts). They are the heirs of the old Employment Office, established in 1949 and under ministerial competence, or of the district sections for employment and placement in agriculture (SCICA). The employment offices operated through a rigid mechanism of numerical start-up, and later also of nominative start-up, of people looking for work, registered in special lists, with employers in the territorial district. Unlike employment offices - historically having almost exclusively bureaucratic-administrative tasks - the CPIs are called upon to provide a wide range of services at work, which are aimed at individuals (primarily unemployed and unemployed, but also people in CIG, at risk of unemployment and already employed) as to legal persons (companies and freelancers). In order to favor the meeting between supply and demand in the labor market, The legislative decree 23 December 1997, n. 469 established the Labor Information System (SIL). The SIL by express legislative definition consists of "the set of organizational structures, hardware and software resources and network for the purposes of the aforementioned tasks". The SIL makes use of the public connectivity system and its precursor the unitary network of the public administration, in order to carry out the institutional tasks and services through modern forms.
