WHO ARE MIDDLE MANAGERS?

Middle managers can be distinguished from the first line managers below them by their wider span of control. Team leaders or first line managers will frequently mediate the links middle managers have with the people for whom they have responsibility and as such they will have a similar or possibly smaller number of people reporting directly to them as those managers nearer to the front line. They will, however, be accountable for the performance of all those over whom they have control, both directly or indirectly.

Characteristic of a middle manager’s role is the responsibility they have for allocating resources with some autonomy but within defined boundaries. This may be reflected in financial accountability for their area of activity. Middle managers will normally be budget-holders, but with limited responsibility, and may authorise recurrent expenditure and expenditure on small capital items within defined, budgeted, limits. Their resource responsibility may also include responsibility for recruiting, promoting and disciplining people, again within defined parameters and often with the agreement of HR specialists or senior managers. This may extend to sole responsibility for recruiting the most junior people they are accountable for.

Middle managers will negotiate directly with internal and external customers and suppliers over the terms and prices governing their relationship, albeit within prescribed boundaries. They will also be answerable for the quality of goods and services supplied by their area of responsibility and for any improvements in the quality and efficiency of operations.

Middle managers are also likely to take on project leadership roles where projects are designed to bring about changes in products, services, resources or systems. Whilst operating within defined boundaries they will report progress and budgetary performance to more senior managers on a regular basis. Middle managers are more likely than first line managers to have a specialist management role which may extend to a technical specialism that is primarily managerial in its focus. As such they will be responsible for establishing, maintaining and improving systems such as quality, marketing, sales, health and safety, as well as or rather than operating them.

Unlike their senior managers, operational and strategic, above them, middle managers have clearly defined limits on their freedom to act or take decisions and are expected to report regularly on their performance. They may propose changes to systems and be responsible for ensuring that those systems are operated effectively, but they may only change minor systems operated wholly within their own area of responsibility without approval from others.

DURATION AND CONTENT

The Level 4 Award in Management is a unit based qualification and each unit is assigned a credit value. To meet the standards of the qualification candidates are required to complete two mandatory units, listed below, with a combined credit level of 8.

  • M4.02 Developing Management Skills

Qualtech is offering a five day development programme encompassing the following topics to assist candidates achieve the ILM Award:

  • Induction
  • Continuous Professional Development (4.01.4)
  • The Roles of the Leader and Manager (4.01.2)
  • Organisational Structures and Stakeholders (4.01.1)
  • Problem Solving and Managing Change
  • Research Techniques and Methods (4.02.1)
  • Communication Techniques and Methods (4.02.2)
  • Quantitative Techniques for Managers (4.02)
  • Motivation and People Management (4.01.3)
  • Presentations, Discussions and Evaluations (4.02.3)

The criteria for this qualification requires candidates to complete a 34-hour programme within one year comprising:

  • Induction (two hours)
  • 30 hours of learning through workshops and/or self study
  • Tutorial support (two hours)

During their programme candidates will maintain a Personal Development Record to record details of any learning, training or development activities they undertake.

ASSESSMENT

Candidates are required to complete formal assessments as follows:

  • A written Work Based Assignment, based on a problem in the workplace, of 2500 to 3500 words (set externally by ILM and internally moderated by Qualtech)
  • A formal presentation of their findings from the above, including the research, preparation and evaluation of the outcomes.

PROGRESSION

By completing the Level 4 Award in Management, candidates will acquire competencies which relate directly to a Management NVQ at Level 4 and the Level 5 Award, Certificate or Diploma in Management and they may wish to progress to any of these qualifications.

This qualification aims to give practising or potential middle managers the foundation for their formal development in this role. It is especially suited to those who are aspiring or newly promoted managers. The programme has two primary objectives:

  • to assist participants in gaining the basic knowledge required by a middle manager
  • to develop middle management skills.

The qualification is awarded by the Institute of Leadership and Management and successful completion of the Level 4 Award in Management provides eligibility for Associate Membership (AMInstLM) of the Institute of Leadership & Management.
