The position of city clerk is called "monochratic". It means that only one person for each mandate can occupy that role within the municipality of reference. He is an assistant to the municipal administration, with duties in at least three fields: human resources, legal consultancy and management. The position of municipal secretary took this name only after the unification of Italy, but even before that some figures held similar roles. Before the Unification, the professional with the most similar duties was the chancellor. The chancellors have been active in Italy from the communal age (from 1100) to the modern one. In the individual local state entities (Kingdom of Sardinia, Papal State, Lombard-Venetian Kingdom, Duchy of Parma, Kingdom of the Two Sicilies, Grand Duchy of Tuscany) there was a "manager" who was in charge of compliance with the laws. After the reunification of the nation, a specific law was enacted, the 2248 of 1865, which prescribed that each municipality should have a Council, a Council and a Secretary. Only if the municipality was small, the same professional could work for more municipalities. This exception to the rule is still valid. To contain expenses, the smaller municipalities can appoint only one common municipal secretary, who takes care of the affairs of both bodies at the same time. During the Fascist era the municipal secretaries had to be appointed directly by the prefect, rather than by the municipality. This measure was chosen to centralize more power in a few hands, as desired by the regime. Today, every municipality issues acts, that is, regulations with local validity. To verify their compliance it is necessary that the documents are "analyzed" by a figure external to the Board of the Mayor and the Assessors. In Italy, this task falls precisely to the municipal secretary.
