An executive in the Italian public administration is an employee of a public administration, central or local, in possession of the appropriate qualification and in charge of directing an office. It can be assigned inspection, supervisory, control, consultancy, study and research functions as well as the representation of the administration to which it belongs in international contexts. In the Italian state administrations, the figure of the manager was introduced with the DPR 30 June 1972 n. 748, which created the new managerial career, separating it from that directive, provided for by Presidential Decree 10 January 1957 n. 3. In this way, a figure with its own powers, directly conferred by the law (therefore an administrative body in the proper sense) was introduced into the ministries, without the need for delegation on the part of the minister, who went beyond the highly centralized organizational logic, of Cavourrian ancestry, on which the ministerial organization had hitherto been based. The leadership was divided into three qualifications, in ascending order: first managers, senior managers and general managers. Later the management was also extended to other public administrations, albeit with a discipline not always corresponding to the state one (for example, in local authorities the managers were divided into only two qualifications) [1] and with a less incisive role than the one attributed to the latter. The aforementioned reforms also introduced a new type of outcome accountability, executive accountability, which weighed only on the managers and which clearly differentiated them from the rest of the public service. The essential conditions for accessing a public executive position are the possession of a university degree and adequate experience. The system for the recruitment and training of public employees was modified by Presidential Decree no. 70, however, it can take place in different ways. In this course we will show you everything.
