EMERGENCY SERVICES

Driver Development Package

Behavioural

These would be interactive theory sessions looking at attitude, behaviour and driver pressure. The duration would be 90 minutes. Behavioural safety is playing a large part in Health and Safety Policys and I feel that it is essential to encourage road safety from this point of view.

Fuel Seminars

These are based at LGV drivers and operators and form part of the Road Haulage Modernisation Fund. They last 75 minutes.

Blue Light Training

This would provide drivers with the skill and knowledge to drive fire tenders to emergency situations, safely and under proper control, using blue lights, horns and other emergency equipment.

EFAD/EAFAD

This would provide drivers with the skills necessary to pass an Advanced Driving test, accredited through ROSPA. The principles would be applied to centre steer vehicles on the airfield and develop the drivers skills as assessors.

Senior Officer Response

This two day course equips delegates with the skills to drive a vehicle under blue light conditions. They will receive a theory input into National Protocol and Legal exemptions on the Highway, followed by practical 'Blue light' response training in both rural and urban areas.

4x4 Training

This would be a one-day course, designed to develop the skills of drivers in driving vehicles off road. The area used will test the drivers to the limit, increasing in difficulty during the day. The day will culminate in a practical exercise, encouraging teamwork and developing the skills of the individual even further.

EFAD/EAFAD Instructors Course

The Instructors course is designed to develop individuals driving, assessing and behavioural skills. On completion of this 3 week course they would be able to develop the skills of other drivers in the emergency service. The course would be a culmination of blue light, 4x4, assessors and behavioural courses. During the course individuals would undergo training using the Roadcraft Police Driver's Manual and be examined by a ROSPA advanced driving examiner.

RESPONSE BLUE LIGHT TRAINING

This is a two-day course designed to provide emergency service drivers with the knowledge and skills to drive an emergency vehicle, to the scene of an incident safely and within their limits.

Generally the training will be undertaken in a vehicle similar to the one to be driven by the emergency service driver.

Day 1

Presentation: including exemptions, video of emergency service driving, introduction to vehicle and equipment.
On road training assessing the driver and then introducing blues and twos in quiet areas

Day 2

On road training: blues and twos in rural and urban environments.
On road training: Heavy traffic scenarios.
On successful completion of the course the driver will receive a full written report and certificate.

Timetable For Ten Day EFAD Course

Week 1

Monday

  • Introduction and outline of course, Health and Safety, Road Traffic Legislation, Roadcraft Video and Lecture.
  • On road practical driver training.

Tuesday

  • On road practical driver training to include introduction to Cockpit Check and demonstration drive by Trainer, Introduction to Roadcraft commentary.

Wednesday

  • On road practical driver training with emphasis on "System" application in high hazard frequency situations (urban areas), "System" commentary.

Thursday

  • On road practical driver training with special attention given to issues arising in rural National Speed Limit areas (judgement and positioning for corners and bends, ability to stop in distance seen to be clear, balance of vehicle in relation to "Tyre Grip Trade Off', cross views, commentary to reflect these issues etc.

Friday

  • On road practical driver training using Dual Carriageways, Motorways with commentary to evidence sufficient forward observations and planning to the required test standard, introduction to assessing, testing techniques, close of week debrief.

Week 2

Monday

  • Outline of week's programme, written examinations on Highway Code and Roadcraft.
  • On road practical driving all locations, driver assessments by students.

Tuesday

  • On road practical driving, final preparation for Advanced driving tests.
  • Advanced driving tests and debriefs.

Wednesday

  • Lecture "The Law and Emergency Service Drivers", Related video's, vehicle checks, "Carnation" equipped Emergency Service Vehicles, Fire Service Policies, practical introduction to special characteristics of Fire Appliances in emergency use situations.
  • Practical Emergency Equipment use within the Airport perimeters.

Thursday

  • Practical Emergency Equipment use within the Airport perimeters.
  • Assessments by students on the practical use of Emergency Equipped Vehicles.

Friday

  • Behavioural assessments, driver profiling, attitudes to risk taking, practical Emergency Equipment use within/ outside the Airport perimeters.
  • Final Emergency Equipment use Test Drives, debriefs and close of course.
