The practical use by operators of the equipment found in a CCTV Public Space Surveillance control room is the most important factor that will decide the overall success of the CCTV control system.

It is imperative that learners are able to make use of the equipment in a ‘live’ CCTV control room in order to show that they are aware of and have the hand-eye coordination required to control fully-functional cameras by use of the keyboard or touch screen. The interaction of monitors, control equipment and recording media and the methods available to provide evidentially-correct incident recording must be demonstrated.

Communication by use of radio and telephone is a basic skill and learners will be expected to demonstrate both the use of this equipment and that they have the ability to provide detailed information to external agencies and other internal team members. Observation is a key area for CCTV operators and learners will be expected to identify and evaluate different incidents in both live and simulated situations. The ability to recognise body language and discuss methods and indicators that may expose a criminal, and provide learners with an early warning of the need to closely observe a suspect, will be tested.

During this practical unit, it is essential that learners demonstrate knowledge and understanding of the requirements of the Human Rights Act 1998, Regulation of Investigatory Powers Act 2000 and Data Protection Act 1998 and are able to explain their reasons for carrying out close observation of suspects. The ability to complete handwritten CCTV logs must also be demonstrated following the practical incidents undertaken, using the basic rules for completion and providing complete audit trails for the evidential material produced. Learners will be expected to discuss the procedures for producing exhibits for use in court, including the process of giving evidence in court; demonstration of this procedure will be expected.
