Consider the complex stages involved in specifying at the right levels, reflecting outcomes rather than processes and how to define performance measures to reflect these outcomes. Consider ways in which local SME's can be better engaged in tender exercises and how the authority can achieve its strategic objectives with better value for money and greater innovation. Detail how standard specification models can be developed for use within the organisation and with partner bodies. Suitable for: All staff who are involved in writing or advising on specifications in the procurement and commissioning of goods and services will benefit from attending the workshops.

These events have been designed as a follow-up to the hugely successful Effective Specification Writing workshops delivered in 2008. The workshops will aim to challenge current thinking on specification development and introduce delegates to new skills, concepts and structure of outcome specifications.

This is a topic which is regularly highlighted by government reports and expert research as an area where public sector organisations need to improve to help deliver better and more efficient public services. An example is the findings of the HM Treasury sponsored Glover Review - Accelerating the SME economic engine: through transparent, simple and strategic procurement; which specifically highlighted that there is considerable scope for the public sector to make greater use of outcome-based specifications during procurement exercises to encourage greater involvement by Small and Medium Sized Enterprises.
