BIIAB Level 2 Award for Personal Licence Holders

This certificate satisfies the requirements of the Licensing Act 2003 as an accredited qualification for those participating in the licensing trade in England and Wales. Please see a separate entry on this site relating to taking the exam on-line instead of attending the day long course.

Syllabus

The syllabus followed by the Essex and Suffolk Institute of Licensing is the one defined by the Secretary of State in regulations made under the Licensing Act 2003.

The course workbook used is supplied by BIIAB and is sent to applicants for courses as soon a a confirmed booking is received along with the course fee. We feel that it is essential that the manual is read through at least twice before attendance at the course otherwise the chances of an applicant passing the course examination will be considerably diminished.

In brief the syllabus includes the following subject headings

1. The Licensing Act 2003
2. Licensing Policy
3. Personal Licenses
4. Procedures for Application and Renewal of a Personal Licence
5. Duties of a Personal Licence Holder
6. Licensable Activities
7. Premises Licence
8. Operating Schedules
9. The Designated Premises Supervisor
10. Temporary Event Notices
11. Supply of Alcohol
12. Unauthorised Licensable Activities
13. Prohibitions for the Sale of Alcohol
14. Rights of Entry and Inspection
15. Police Powers to Close Licensed Premises
16. Protection of Children
17. Nature of Alcohol and How it Affects the Body
18. Social Responsibilities in Retail Sale of Alcohol
19. Conduct of Licensed Premises

As can be seen from the above list, the syllabus is extensive and it is for this reason that the Institute suggests that pre-reading of the workbook supplied is essential.

The examination is set by BIIAB and is normally taken on-line with the result available immediately. The lecturer of Essex and Suffolk Institute of Licensing has no knowledge of the questions in advance. All that is known of the question likely to be asked is that they are totally based on information contained in the workbook, the purpose of the days attendance at lectures is to re-enforce that information.

Course Method

We send study materials in advance but re-enforce that during the study day, covering the whole of the syllabus. This also gives participants the opportunity to discuss issues before sitting the exam.

The training session is held at a purpose built training centre in north Colchester. The day ends with the 40 question BIIAB examination which starts about 3.00 pm

Whilst many of our competitors meet in pubs and similar premises, we meet at Myland Hall Education Centre in Colchester Essex, purpose built to create a learning environment. Participants are be able to spend the day concentrating on the matters in hand, undisturbed by the sounds of business in the background.

We are prepared to attend other premises when sufficient people are booked on that course (three or more). The facilities available must also conform to appropriate exam standards. It is also possible to take the exam at your own premises, on line, without any previous classroom study time, this is dealt with in the other course description on this site.

Additional information

Payment options: Payment for the course can be by cheque, cash or BACS payment (particularly useful if you are an 'Internet Banker') £180 each for two or more people paid for on the same cheque and from the same business who are attending the same or consecutive courses.
